<p style="margin-top: 0pt;"><strong><span style="font-size: large;">March 6 &amp; 7, 2010</span></strong></p>
<p style="margin-bottom: 0pt;">Over 100 artists, many in &#8220;native environments&#8221; will be showing their works and meeting art lovers over the first weekend of March.  What a wonderful way to spend a day&#8230;wandering around Southeast Portland, experiencing sculpture, painting, jewelry, pottery, photography, <a href="http://en.wikipedia.org/wiki/Encaustic_painting">encaustic</a>, print-making, textile&#8230;almost every conceivable medium for expression.</p>
<p style="margin-bottom: 0pt;">And much of these will be in the homes and studios of the artists themselves, allowing you to get to know our local artists.  Their art will be for sale, of course&#8211;often at reduced prices.  So this is a fantastic opportunity to add to&#8211;or begin!&#8211;your art collection.</p>
<p style="margin-bottom: 0pt;">The event is free.  Maps will be available at local merchants and can be downloaded from this site.  If you click on the Art Map button you can go to an interactive map site that not only lists their location, but shows photos of their art and links to their websites.</p>
<p style="margin-bottom: 0pt;">The event takes place rain or shine (pray for shine!).  See you on the sidewalks of SE!</p>

<p class="MsoNormal" style="margin: 0in 0in 0pt;"><span style="font-size: 11pt; mso-bidi-font-size: 12.0pt;"><span style="font-family: Times New Roman;">Businesses continue to come and go.<span style="mso-spacerun: yes;">  </span>The corner lot on the north side of 12th and Division now houses Los Gorditos, a sit down version of the popular Tanqueria Los Gorditos food carts.<span style="mso-spacerun: yes;">  </span>The other half of the building will house a beer garden with outdoor seating.</span></span></p>
<p class="MsoNormal" style="margin: 0in 0in 0pt;"><span style="font-size: 11pt; mso-bidi-font-size: 12.0pt;"><span style="font-family: Times New Roman;">The mural on Rite Aid’s front wall has been seriously graffitti’d.<span style="mso-spacerun: yes;">  </span>Artist Rin Carroll Jackson has been asked to give the D/CBA an estimate on the time and cost to repair it.<span style="mso-spacerun: yes;">  Since the mural has a clear, protective coating on it, Rin is experimenting with different methods of cleaning in hopes she won&#8217;t have to call you all back to repaint.</span></span></span></p>
<p class="MsoNormal" style="margin: 0in 0in 0pt;"><span style="font-size: 11pt; mso-bidi-font-size: 12.0pt;"><span style="font-family: Times New Roman;">The D/CBA board meetings have moved from Jane Fisher’s Edward Jones office to the OHSU Richmond Clinic on the corner of 39th and division, thanks to new board member Ern Teuber.<span style="mso-spacerun: yes;">  </span>We have been hearing from two police officers, one from Central Precinct, 39th to downtown and East Precinct, 40th to beyond our borders at 60th.<span style="mso-spacerun: yes;">  </span>The meetings continue to be open to all bda members.</span></span></p>
<p class="MsoNormal" style="margin: 0in 0in 0pt;"><span style="font-size: 11pt; mso-bidi-font-size: 12.0pt;"><span style="font-family: Times New Roman;">John Lambert of Division Hardware would like to form a group of businesses to go into battle against the mass of moldy, soggy, unsightly posters that litter our utility poles.<span style="mso-spacerun: yes;">  </span>He reported that the initial cleaning took nearly two weeks.<span style="mso-spacerun: yes;">  </span>After that, once a week keeps the area around his business clean and trim.<span style="mso-spacerun: yes;">  </span>He has collected a sandwich baggy of staples from the two poles near his business and urges other businesses to join him.<span style="mso-spacerun: yes;">  </span>Posting on the poles and leaving them to rot is another form of graffiti.</span></span></p>
<p class="MsoNormal" style="margin: 0in 0in 0pt;"><span style="font-family: Times New Roman;"><span style="font-size: 11pt; mso-bidi-font-size: 12.0pt;">The City of Portland and Portland Development have announced Portland Main Streets, a new program to help commercial districts improve themselves.<span style="mso-spacerun: yes;">  </span>To be a Main Street, a group of businesses, residents, and other interested parties must go through an application process, form a non-profit, and raise the funds needed to fix up a chosen portion of a commercial street.<span style="mso-spacerun: yes;">  </span>To learn more and to become eligible to apply, at least two people must attend one of the two available workshops at </span><span style="font-size: 11pt; color: #000000; mso-bidi-font-size: 12.0pt; mso-ansi-language: EN;">Oregon Association of Minority Entrepreneurs Main Conference Room, 4134 North Vancouver Avenue, on </span><span style="font-size: 11pt; mso-bidi-font-size: 12.0pt;">February 2nd from 1:00 – 8:30 PM or February 3rd from 9:00 AM – 4:30 PM.<span style="mso-spacerun: yes;">  </span>Even if you decide not to apply, the workshop will give you ideas about improving your area, raising funds, or preparing to apply next year. </span></span></p>

<p class="MsoBodyText"><span style="font-size: 10pt; font-family: Arial;">There are a significant number of new OLCC licenses &amp;/or major changes. <span> </span>There will be a proliferation of establishments selling alcohol.<span> </span>Service until 10:00 at several places.<span> </span>OLCC grants them and if the applicant meets the criteria they will get a license.<span> </span>If there is a great deal of opposition, there may be restrictions.<span> </span>There is no limit on the number of licenses by type of alcohol, or number of establishments, etc. and there are different prices for different types of alcohol licenses.<span> </span>The Time, Place, Manner Ordinance gives some sanctioning power:<span> </span>requiring a Good Neighbor Agreement, developing an abatement plan, meeting with a code hearings officer. Noted that violations have to happen in a certain time frame.<span> </span>“Serious and persistent problems” needs to change to “Serious <strong>or </strong></span><span style="font-size: 10pt; font-family: Arial;">persistent problems”.<span> </span>There is a hearing on August 25<sup>th</sup> at former East Precinct.<span> </span>Ben &amp; Jerry’s were burglarized after the Hawthorne Street Fair. </span></p>

<p class="MsoBodyText"><span style="font-size: 10pt; font-family: Arial;">John Lambert from Division Hardware is concerned about the posters placed on the poles.<span> </span>They are illegal, however, PGE does not remove them.<span> </span>Could there be a city hosted websites for lost animals rather than putting announcements on poles?<span> </span>They are against the sign code, PGE rules and the use of public property.<span> </span>It can take all day to remove the posters from one pole.</span></p>

Next meeting of the Graffiti Task Force is at North Precinct at MLK &amp; Killingsworth, 9:30 – 1:00am on the 3<sup>rd</sup> Thursdays.<span> </span>Could there be a city-wide posting area?</span></p>

<p class="MsoBodyText"><span style="font-size: 10pt; font-family: Arial;">Rhetta and Josh with BES – Working on Seven Corners project and retrofitting for the Tabor to the River project.<span> </span>Also working on the Green streets and tree planting effort.<span> </span>Need more help getting water out of the sewer system.<span> </span>It is cheaper to install features than to build a bigger sewer.<span> </span>BES would install; it would still be owned by the property owner, but BES would provide technical assistance.<span> </span>Could be a depression near a disconnected down spout, a concrete bed or another form of a bioswale.<span> </span>Once installed, there is also an ongoing reduction in sewer fees.<span> </span>Anyone within the area can qualify.<span> </span>Seven Corners is the first of fifteen areas to be developed in this way.<span> </span>Looking at 35,000 sq. ft. of roof and pavement that need to be diverted from the sewer to green water facilities.</span></p>

<p>Minutes – May minutes approved; June minutes approved with corrections.</p>
<p>Financial Report – presented.</p>
<p><span style="text-decoration: underline;"><strong>Crime Prevention</strong></span><br />
Lots of tagging, however, it has been pretty quiet otherwise. The radios are split during the day until 3pm to 2am, however, they’re still working on getting them together during the day. There are four “Nets”: Central, East, North and the SE Overlay.</p>
<p><span style="text-decoration: underline;"><strong>Networking</strong></span><br />
Looking at Upper Division or Clinton for the next gathering. The promotion pieces grant: bags are done; buttons will be done this week and handed out to vendors and parade participants. Decals will be ordered soon. The grant is to be completed and the report in by August 31st.</p>
<p><span style="text-decoration: underline;"><strong>Merchant Report</strong></span><br />
Portland Intergroup is gone from SE 12th and Division. Beer Mongers has moved in next to Moto Kitty. They will do something for the Street Fair. The new Italian restaurant is Taste Unique. The owner is Lawrence McBride. “Michael’s Gallery” is already gone.</p>
<p><span style="text-decoration: underline;"><strong>Richmond Neighborhood Assn.</strong></span><br />
Changing the name of 39th Avenue is a big issue. People are angry about the process. There will be a movie in Sewellcrest Park in August. They meet the second Monday at 7pm. They will have a booth at the fair.</p>
<p><strong><span style="text-decoration: underline;">HAND</span></strong><br />
The Pocket Park plans (SE 19th, south of Division) continue to be discussed. The property is fully owned by the City. They had a public gathering last month. There are maintenance and parking issues and everybody wants safety, not liability. They are discussing what people want such as bioswales, art, etc. It could be part of Seven Corners “gateway”, too.<br />
They will have their SF booth near 26th and Clinton.<br />
They will be hearing from the “Green Team” and looking for a bulk rate for solar panels for the neighborhood. The Muddy Boots Festival in September will be at St. Philip Neri. In looking at the Streetcar Master Plan they have concerns regarding proposed locations. The Washington-Monroe School project preliminary plans will be presented soon.<br />
New Day School is expanding into the former Woodmen of the World building and will be discussing their child loading/unloading process.</p>
<p><span style="text-decoration: underline;"><strong>APNBA</strong></span><br />
Jean Baker reported there are two items to work on ie who does APNBA endorse and support, if anyone. The Work Plan generated a lot of discussion. APNBA being annual reporters and the City being fiscal does cause some issues so they are carefully reviewing the accuracy of the report before turning it in. They have been told they’ll receive 5% less for their contractual services. They continue to have a 3 to 1 return on the awarded grants.<br />
Executive Director, Jon Turino says the community is starting to listen to APNBA’s concerns. Rhetta Drennan, BES, suggested working with APNBA to identify potential bioswale locations.</p>
<p><span style="text-decoration: underline;"><strong>Liaison (BES) Report</strong></span><br />
Rhetta reported that August through September will see surveyors out doing locates, etc. There will be manhole and sewer line inspections, coring and analysis. They may close down the occasional lane but not whole streets.<br />
Surveys will be done regarding business hours, number of employees, delivery times, contacts info during and after hours, etc. with a picture of the business. This will be done in person, on the web or by mail. They will also survey affected residents.<br />
There will be poster updates in August and September. Rhetta also has free-standing posters to be located on several affected corners. They will also place a pdf on www.divisionclinton.com. Attendees indicated they would like the Citizen’s Advisory Committee (CAC) to continue meeting with PDOT on a regular basis.</p>
<p><span style="text-decoration: underline;"><strong>Unfinished Business</strong></span></p>
<p>There is $658.00 left in the Marketing grant. Darice will bill for the printing she did and donate it back for help with new member recruitment. Susan moved that D/CBA use $658.00 towards paying someone to recruit new members in late 2009 and early 2010. Seconded and passed.</p>
<p>It was noted that there has been great feedback from Passport participants. Bar Avignon appreciated it as did other businesses.</p>
<p><span style="text-decoration: underline;"><strong>Liaison (PBOT) Report</strong></span><br />
Sarah Figliozzi led a bicycle parking discussion. She noted people are used to the “upside–down staple” being used at many high bicycle demand areas. Belmont’s bicycle corral was version 1 and they are now on version 2.1, which has white markings, racks at an angle and reflective tape rather than the big plastic bollards. Having them on the corners, improves street corners, driver visibility, etc. They want them at the high demand areas. There have been requests from 22nd (Bar Avignone, et al). They will work well with the Division Vision process because they can be removed if there are other areas with greater needs. Suggest 26th and Division, Pok Pok, 32nd; Matchbox, 32nd; 50th (North Bar, Blue Pig Café. They asked the community and Stumptown Coffee, Victory Café, 26th, 25th and 21st on Clinton were mentioned. There are also some art versions that they are considering for Clinton. Businesses on either side must also approve. They are working with BES on how to combine storm water collection points and bicycle parting. It was suggested that pedestrians and strollers are getting lost in the process.</p>
<p><span style="text-decoration: underline;"><strong>Other</strong></span><br />
Josh Robben, BES, would like to be on the August agenda.</p>
<p>The Tribune has a full page with 14 ads for the Street Fair. Clinton businesses have been very supportive, too.</p>
<p><span style="text-decoration: underline;"><strong>Street Fair: </strong></span>The forecast is for hot, but the temperature is going down for the weekend. Meet on Friday at 4pm for cleaning and set-up. Several volunteers have been recruited. There will be dinner at the Robinson’s after the clean-up.<br />
The balloon placers may follow the Parade in the golf carts. There will be an evaluation discussion at Oscar Albert’s on July 30th.</p>
<p>The meeting was adjourned at 9am.</p>

			<content:encoded><![CDATA[<p>It was a good Street Fair.  The parade, led by the Last Regiment Syncopated Drummers, featured two politicians, Mayor Adams on a bike and Commissioner Fritz walking in front of her zebra striped car, and many of the community - some of whom have made their appearance in the parade a family tradition!</p>
<p>It was hot, but not so bad that you couldn&#8217;t walk from shade tree to shade tree.  Francesca the face painter had a steady stream of customers as did the sno-cones booth and most of the BBQ offerings.  There were many sales and opportunities chances to check out what was available in other businesses.  Richmond and Hosford Abernethy were represented.</p>
<p>Many thanks to the City and the Portland Police.  The City picks up the tab for a dozen or more officers who manage traffic during the parade, and the officers agreed to work on one of their days off. </p>
<p>Count on it, we&#8217;ll do this again next year.</p>

<p style="margin-top: 0pt;"><strong><span style="font-size: large;">March 6 &amp; 7, 2010</span></strong></p>
<p style="margin-bottom: 0pt;">Over 100 artists, many in &#8220;native environments&#8221; will be showing their works and meeting art lovers over the first weekend of March.  What a wonderful way to spend a day&#8230;wandering around Southeast Portland, experiencing sculpture, painting, jewelry, pottery, photography, <a href="http://en.wikipedia.org/wiki/Encaustic_painting">encaustic</a>, print-making, textile&#8230;almost every conceivable medium for expression.</p>
<p style="margin-bottom: 0pt;">And much of these will be in the homes and studios of the artists themselves, allowing you to get to know our local artists.  Their art will be for sale, of course&#8211;often at reduced prices.  So this is a fantastic opportunity to add to&#8211;or begin!&#8211;your art collection.</p>
<p style="margin-bottom: 0pt;">The event is free.  Maps will be available at local merchants and can be downloaded from this site.  If you click on the Art Map button you can go to an interactive map site that not only lists their location, but shows photos of their art and links to their websites.</p>
<p style="margin-bottom: 0pt;">The event takes place rain or shine (pray for shine!).  See you on the sidewalks of SE!</p>

<p class="MsoNormal" style="margin: 0in 0in 0pt;"><span style="font-size: 11pt; mso-bidi-font-size: 12.0pt;"><span style="font-family: Times New Roman;"><span style="mso-spacerun: yes;"> </span></span></span><span style="font-size: 11pt; mso-bidi-font-size: 12.0pt;"><span style="font-family: Times New Roman;">The Division Streetscape planners held three meeting for business owners in January, timing them for business convenience, one early morning, one at noon, and one right after work.<span style="mso-spacerun: yes;">  </span>All were well attended and the thoughtful suggestions the business and property owners brought are being adopted as much as possible.<span style="mso-spacerun: yes;">  </span><span style="mso-spacerun: yes;">30% of the businesses and property owners came to the sessions.  Thank you to all of you who took the time to give the planners the necessary feedback.<span style="mso-spacerun: yes;">  </span>Plan to attend the </span><strong>Open House on February 10th from 4:00 – 7:00PM</strong> to see how well your suggestions were implemented.</span></span></p>
<p class="MsoNormal" style="margin: 0in 0in 0pt;"><span style="font-size: 11pt; mso-bidi-font-size: 12.0pt;"><span style="font-family: Times New Roman;">Businesses continue to come and go.<span style="mso-spacerun: yes;">  </span>The corner lot on the north side of 12th and Division now houses Los Gorditos, a sit down version of the popular Tanqueria Los Gorditos food carts.<span style="mso-spacerun: yes;">  </span>The other half of the building will house a beer garden with outdoor seating.</span></span></p>
<p class="MsoNormal" style="margin: 0in 0in 0pt;"><span style="font-size: 11pt; mso-bidi-font-size: 12.0pt;"><span style="font-family: Times New Roman;">The mural on Rite Aid’s front wall has been seriously graffitti’d.<span style="mso-spacerun: yes;">  </span>Artist Rin Carroll Jackson has been asked to give the D/CBA an estimate on the time and cost to repair it.<span style="mso-spacerun: yes;">  Since the mural has a clear, protective coating on it, Rin is experimenting with different methods of cleaning in hopes she won&#8217;t have to call you all back to repaint.</span></span></span></p>
<p class="MsoNormal" style="margin: 0in 0in 0pt;"><span style="font-size: 11pt; mso-bidi-font-size: 12.0pt;"><span style="font-family: Times New Roman;">The D/CBA board meetings have moved from Jane Fisher’s Edward Jones office to the OHSU Richmond Clinic on the corner of 39th and division, thanks to new board member Ern Teuber.<span style="mso-spacerun: yes;">  </span>We have been hearing from two police officers, one from Central Precinct, 39th to downtown and East Precinct, 40th to beyond our borders at 60th.<span style="mso-spacerun: yes;">  </span>The meetings continue to be open to all bda members.</span></span></p>
<p class="MsoNormal" style="margin: 0in 0in 0pt;"><span style="font-size: 11pt; mso-bidi-font-size: 12.0pt;"><span style="font-family: Times New Roman;">John Lambert of Division Hardware would like to form a group of businesses to go into battle against the mass of moldy, soggy, unsightly posters that litter our utility poles.<span style="mso-spacerun: yes;">  </span>He reported that the initial cleaning took nearly two weeks.<span style="mso-spacerun: yes;">  </span>After that, once a week keeps the area around his business clean and trim.<span style="mso-spacerun: yes;">  </span>He has collected a sandwich baggy of staples from the two poles near his business and urges other businesses to join him.<span style="mso-spacerun: yes;">  </span>Posting on the poles and leaving them to rot is another form of graffiti.</span></span></p>
<p class="MsoNormal" style="margin: 0in 0in 0pt;"><span style="font-family: Times New Roman;"><span style="font-size: 11pt; mso-bidi-font-size: 12.0pt;">The City of Portland and Portland Development have announced Portland Main Streets, a new program to help commercial districts improve themselves.<span style="mso-spacerun: yes;">  </span>To be a Main Street, a group of businesses, residents, and other interested parties must go through an application process, form a non-profit, and raise the funds needed to fix up a chosen portion of a commercial street.<span style="mso-spacerun: yes;">  </span>To learn more and to become eligible to apply, at least two people must attend one of the two available workshops at </span><span style="font-size: 11pt; color: #000000; mso-bidi-font-size: 12.0pt; mso-ansi-language: EN;">Oregon Association of Minority Entrepreneurs Main Conference Room, 4134 North Vancouver Avenue, on </span><span style="font-size: 11pt; mso-bidi-font-size: 12.0pt;">February 2nd from 1:00 – 8:30 PM or February 3rd from 9:00 AM – 4:30 PM.<span style="mso-spacerun: yes;">  </span>Even if you decide not to apply, the workshop will give you ideas about improving your area, raising funds, or preparing to apply next year. </span></span></p>

<p class="MsoNormal" style="margin: 0in 0in 0pt;"><span style="font-size: small; font-family: Times New Roman;">The City of Portland would really rather not tear up Division and Clinton Streets to install bigger sewer lines.<span style="mso-spacerun: yes;">  </span>They did a lot of studies and discovered 15 small areas where water tends to gather and they are asking the businesses and home owners in those areas to install some kind of green stormwater facility like a rain garden, bioswale, native plants, trees, etc.<span style="mso-spacerun: yes;">  </span>They are starting with the Seven Corners area between Sherman and Clinton, 20th and 25th.<span style="mso-spacerun: yes;">  </span>If your property qualifies, you pick the type of facility and they install it, no charge or you install it and they pay you for the materials.<span style="mso-spacerun: yes;">  </span>It’s a win-win – you get a rebate on your sewer charge, some free landscaping, and they avoid digging up sewer pipes.<span style="mso-spacerun: yes;">  </span>Contact Josh Robben, 503.823.7778 if you’re in that area and interested.<span style="mso-spacerun: yes;">  </span>The other 14 areas will be tackled over the next six years.</span></p>

<p class="MsoBodyText"><span style="font-size: 10pt; font-family: Arial;">There are a significant number of new OLCC licenses &amp;/or major changes. <span> </span>There will be a proliferation of establishments selling alcohol.<span> </span>Service until 10:00 at several places.<span> </span>OLCC grants them and if the applicant meets the criteria they will get a license.<span> </span>If there is a great deal of opposition, there may be restrictions.<span> </span>There is no limit on the number of licenses by type of alcohol, or number of establishments, etc. and there are different prices for different types of alcohol licenses.<span> </span>The Time, Place, Manner Ordinance gives some sanctioning power:<span> </span>requiring a Good Neighbor Agreement, developing an abatement plan, meeting with a code hearings officer. Noted that violations have to happen in a certain time frame.<span> </span>“Serious and persistent problems” needs to change to “Serious <strong>or </strong></span><span style="font-size: 10pt; font-family: Arial;">persistent problems”.<span> </span>There is a hearing on August 25<sup>th</sup> at former East Precinct.<span> </span>Ben &amp; Jerry’s were burglarized after the Hawthorne Street Fair. </span></p>

<div><p><strong>Division/Clinton Business Association<br />
BOARD MEETING MINUTES<br />
July 16, 2009 </strong></p>
<p><strong>Board members present: </strong>Craig Swinford, Property Owner; Darice Robinson, Hollywood Impress Printing; Jane Fisher, Edward Jones; Susan Levine, Metalurges; Jean Baker, APNBA; Megan McGhean,OHSU; Sue Wallace, Bean Counter Bookkeeping.</p>
<p><strong>Board members excused: </strong>Jonathon Legare, Legare’s Community Resource Center; Rin Carroll Jackson, Art Endeavors/Sleeping Bee Gallery; Scott Hay, One Inch Round.<br />

<p>Meeting Called to Order @ 7:30am at Jane Fisher’s Edward Jones by President Darice Robinson</p>
<p>Minutes – May minutes approved; June minutes approved with corrections.</p>
<p>Financial Report – presented.</p>
<p><span style="text-decoration: underline;"><strong>Crime Prevention</strong></span><br />
Lots of tagging, however, it has been pretty quiet otherwise. The radios are split during the day until 3pm to 2am, however, they’re still working on getting them together during the day. There are four “Nets”: Central, East, North and the SE Overlay.</p>
<p><span style="text-decoration: underline;"><strong>Networking</strong></span><br />
Looking at Upper Division or Clinton for the next gathering. The promotion pieces grant: bags are done; buttons will be done this week and handed out to vendors and parade participants. Decals will be ordered soon. The grant is to be completed and the report in by August 31st.</p>
<p><span style="text-decoration: underline;"><strong>Merchant Report</strong></span><br />
Portland Intergroup is gone from SE 12th and Division. Beer Mongers has moved in next to Moto Kitty. They will do something for the Street Fair. The new Italian restaurant is Taste Unique. The owner is Lawrence McBride. “Michael’s Gallery” is already gone.</p>
<p><span style="text-decoration: underline;"><strong>Richmond Neighborhood Assn.</strong></span><br />
Changing the name of 39th Avenue is a big issue. People are angry about the process. There will be a movie in Sewellcrest Park in August. They meet the second Monday at 7pm. They will have a booth at the fair.</p>
<p><strong><span style="text-decoration: underline;">HAND</span></strong><br />
The Pocket Park plans (SE 19th, south of Division) continue to be discussed. The property is fully owned by the City. They had a public gathering last month. There are maintenance and parking issues and everybody wants safety, not liability. They are discussing what people want such as bioswales, art, etc. It could be part of Seven Corners “gateway”, too.<br />
They will have their SF booth near 26th and Clinton.<br />
They will be hearing from the “Green Team” and looking for a bulk rate for solar panels for the neighborhood. The Muddy Boots Festival in September will be at St. Philip Neri. In looking at the Streetcar Master Plan they have concerns regarding proposed locations. The Washington-Monroe School project preliminary plans will be presented soon.<br />
New Day School is expanding into the former Woodmen of the World building and will be discussing their child loading/unloading process.</p>
<p><span style="text-decoration: underline;"><strong>APNBA</strong></span><br />
Jean Baker reported there are two items to work on ie who does APNBA endorse and support, if anyone. The Work Plan generated a lot of discussion. APNBA being annual reporters and the City being fiscal does cause some issues so they are carefully reviewing the accuracy of the report before turning it in. They have been told they’ll receive 5% less for their contractual services. They continue to have a 3 to 1 return on the awarded grants.<br />
Executive Director, Jon Turino says the community is starting to listen to APNBA’s concerns. Rhetta Drennan, BES, suggested working with APNBA to identify potential bioswale locations.</p>
<p><span style="text-decoration: underline;"><strong>Liaison (BES) Report</strong></span><br />
Rhetta reported that August through September will see surveyors out doing locates, etc. There will be manhole and sewer line inspections, coring and analysis. They may close down the occasional lane but not whole streets.<br />
Surveys will be done regarding business hours, number of employees, delivery times, contacts info during and after hours, etc. with a picture of the business. This will be done in person, on the web or by mail. They will also survey affected residents.<br />
There will be poster updates in August and September. Rhetta also has free-standing posters to be located on several affected corners. They will also place a pdf on www.divisionclinton.com. Attendees indicated they would like the Citizen’s Advisory Committee (CAC) to continue meeting with PDOT on a regular basis.</p>
<p><span style="text-decoration: underline;"><strong>Unfinished Business</strong></span></p>
<p>There is $658.00 left in the Marketing grant. Darice will bill for the printing she did and donate it back for help with new member recruitment. Susan moved that D/CBA use $658.00 towards paying someone to recruit new members in late 2009 and early 2010. Seconded and passed.</p>
<p>It was noted that there has been great feedback from Passport participants. Bar Avignon appreciated it as did other businesses.</p>
<p><span style="text-decoration: underline;"><strong>Liaison (PBOT) Report</strong></span><br />
Sarah Figliozzi led a bicycle parking discussion. She noted people are used to the “upside–down staple” being used at many high bicycle demand areas. Belmont’s bicycle corral was version 1 and they are now on version 2.1, which has white markings, racks at an angle and reflective tape rather than the big plastic bollards. Having them on the corners, improves street corners, driver visibility, etc. They want them at the high demand areas. There have been requests from 22nd (Bar Avignone, et al). They will work well with the Division Vision process because they can be removed if there are other areas with greater needs. Suggest 26th and Division, Pok Pok, 32nd; Matchbox, 32nd; 50th (North Bar, Blue Pig Café. They asked the community and Stumptown Coffee, Victory Café, 26th, 25th and 21st on Clinton were mentioned. There are also some art versions that they are considering for Clinton. Businesses on either side must also approve. They are working with BES on how to combine storm water collection points and bicycle parting. It was suggested that pedestrians and strollers are getting lost in the process.</p>
<p><span style="text-decoration: underline;"><strong>Other</strong></span><br />
Josh Robben, BES, would like to be on the August agenda.</p>
<p>The Tribune has a full page with 14 ads for the Street Fair. Clinton businesses have been very supportive, too.</p>
<p><span style="text-decoration: underline;"><strong>Street Fair: </strong></span>The forecast is for hot, but the temperature is going down for the weekend. Meet on Friday at 4pm for cleaning and set-up. Several volunteers have been recruited. There will be dinner at the Robinson’s after the clean-up.<br />
The balloon placers may follow the Parade in the golf carts. There will be an evaluation discussion at Oscar Albert’s on July 30th.</p>
<p>The meeting was adjourned at 9am.</p>

<a href="http://www.divisionclinton.com/news/street-fair/107/" rel="bookmark">Quite an affair!</a></h2>

<div><p>It was a good Street Fair.  The parade, led by the Last Regiment Syncopated Drummers, featured two politicians, Mayor Adams on a bike and Commissioner Fritz walking in front of her zebra striped car, and many of the community - some of whom have made their appearance in the parade a family tradition!</p>
<p>It was hot, but not so bad that you couldn&#8217;t walk from shade tree to shade tree.  Francesca the face painter had a steady stream of customers as did the sno-cones booth and most of the BBQ offerings.  There were many sales and opportunities chances to check out what was available in other businesses.  Richmond and Hosford Abernethy were represented.</p>
<p>Many thanks to the City and the Portland Police.  The City picks up the tab for a dozen or more officers who manage traffic during the parade, and the officers agreed to work on one of their days off. </p>
<p>Count on it, we&#8217;ll do this again next year.</p>

<div><p>Here&#8217;s the latest list of activities on Division, Clinton, and a couple of just off the street addresses.  There is activity on Division from 11th to 50th and on Clinton from 14th - 28th.  Come enjoy the day!</p>
<p>We&#8217;ll keep updating this list until the fair starts at 10:00 AM.</p>
