The Division/Clinton Annual meeting was Tuesday, January 26 at St Philip Neri.  The officers for 2010 are President Darice Robinson, Vice President Jean Baker, Secretary Jane Fisher, and Treasurer Sue Wallace. 

 The Division Streetscape planners held three meeting for business owners in January, timing them for business convenience, one early morning, one at noon, and one right after work.  All were well attended and the thoughtful suggestions the business and property owners brought are being adopted as much as possible.  30% of the businesses and property owners came to the sessions.  Thank you to all of you who took the time to give the planners the necessary feedback.  Plan to attend the Open House on February 10th from 4:00 – 7:00PM to see how well your suggestions were implemented.

Businesses continue to come and go.  The corner lot on the north side of 12th and Division now houses Los Gorditos, a sit down version of the popular Tanqueria Los Gorditos food carts.  The other half of the building will house a beer garden with outdoor seating.

The mural on Rite Aid’s front wall has been seriously graffitti’d.  Artist Rin Carroll Jackson has been asked to give the D/CBA an estimate on the time and cost to repair it.  Since the mural has a clear, protective coating on it, Rin is experimenting with different methods of cleaning in hopes she won’t have to call you all back to repaint.

The D/CBA board meetings have moved from Jane Fisher’s Edward Jones office to the OHSU Richmond Clinic on the corner of 39th and division, thanks to new board member Ern Teuber.  We have been hearing from two police officers, one from Central Precinct, 39th to downtown and East Precinct, 40th to beyond our borders at 60th.  The meetings continue to be open to all bda members.

John Lambert of Division Hardware would like to form a group of businesses to go into battle against the mass of moldy, soggy, unsightly posters that litter our utility poles.  He reported that the initial cleaning took nearly two weeks.  After that, once a week keeps the area around his business clean and trim.  He has collected a sandwich baggy of staples from the two poles near his business and urges other businesses to join him.  Posting on the poles and leaving them to rot is another form of graffiti.

The City of Portland and Portland Development have announced Portland Main Streets, a new program to help commercial districts improve themselves.  To be a Main Street, a group of businesses, residents, and other interested parties must go through an application process, form a non-profit, and raise the funds needed to fix up a chosen portion of a commercial street.  To learn more and to become eligible to apply, at least two people must attend one of the two available workshops at Oregon Association of Minority Entrepreneurs Main Conference Room, 4134 North Vancouver Avenue, on February 2nd from 1:00 – 8:30 PM or February 3rd from 9:00 AM – 4:30 PM.  Even if you decide not to apply, the workshop will give you ideas about improving your area, raising funds, or preparing to apply next year.

It’s time to light the street for the holidays.  If you still have strings of lights, please light your front windows, put up your bows, and display your holiday spirit.

You should have received our annual dues mailing.  Dues are entirely voluntary, but vitally necessary for us to continue to work on improving Division/Clinton.  Please respond favorably.

The next APNBA grants are spring 2010.  If you have an idea for a project that can be accomplished in six months with $5000 or less, we can for an APNBA grant to make it possible.

Sleeping Bee Gallery has changed to Sleeping Bee Studios where Rin Jackson plans to offer small classes and workshops to young artists.  The space at 3621 SE Division is now a gift shop.  The space at 4831 SE Division is available for lease as well as space at the rehabbed building at 12th and Division and at 20th and Division. 

The Bureau of Transportation has posted their ideas for improving Division Street’s look and stormwater overflow in windows at division Hardware, 30th and Division and Artemis Foods at 12th.  They have many more ideas than funds, so look at your block and contact them with your suggestions, critiques, and general observations.  There will be an open house in February.  Your input will help them place trees, bioswales, curb extensions, new bus stops, etc.  Later, the City will ask your permission for whatever they hope to put in front of or beside your building/business.

On November 1st, Oscar Albert begins its transformation into a Spanish Bistro and Wine Bar. The K&F/Bella Selva Coffee House, SE 26^th and Clinton, will have its 9^th annual Neighborhood Kids Halloween party on Halloween Day, Saturday, October 31, from 2:00pm-4:00pm.  Events inside the coffee house include cookie decorating, a “tattoo” parlor, and other Halloween crafts.  All the merchants in the intersection will have candy for children that want to go “trick or treating” around the intersection.  This is a fun filled family event.  Costumes are required.

September Networking

Division/Clinton’s next networking takes place on September 22, from 5:30 – 7:30PM at Marino Adriatic, 41st and Division.  Our host is Dario Jungic.  All businesses and their employees are welcome at this informal quarterly get together.

The Recyclery has replaced Videorama at 20th and Ladd, selling high-end bicycles.  Urban Developers and Partners (UD+P) donated their profit from selling Snow Cones at the street fair to the Richmond OHSU Closet, a program that supplies donated food and clothing to their clients.  Donations are welcome during work hours.  Ann O’Connell, former DCBA board member and Executive Director of the Richmond Clinic has accepted the position of Administrative Director of Ambulatory Care Services and moved to the hill.

The Hat Museum, in the Ladd-Reingold House in Ladds Addition, was recently written up in the New York Times as the best hat museum in the country.  To visit this remarkable exhibit, call 503.232.0433 or check www.thehatmuseum.com.  Reservations are needed.

The Buddhist Center is gone from 1235 SE Division and the owner, Mark La Noue, is looking for new business to move into some open spaces in the building.   The building now houses a restaurant, catering business, software developer, two dance studios, music teachers, social workers, and various kinds of therapists.  Mark can be reached at 503.234.0821. 

Have you checked out our website, www.divisionclinton.com? Your business name, address and phone number should be alphabetically listed in the Directory pages.  If your listing is missing or incorrect, let us know and we’ll correct it.  The business association decided that every business within our boundaries, 12th – 60th and Stevens to Powell, gets a basic listing.  Businesses who pay dues get more detail to their listings, up to and including, web address, a picture, and a paragraph explaining their business or mission.

The City of Portland would really rather not tear up Division and Clinton Streets to install bigger sewer lines.  They did a lot of studies and discovered 15 small areas where water tends to gather and they are asking the businesses and home owners in those areas to install some kind of green stormwater facility like a rain garden, bioswale, native plants, trees, etc.  They are starting with the Seven Corners area between Sherman and Clinton, 20th and 25th.  If your property qualifies, you pick the type of facility and they install it, no charge or you install it and they pay you for the materials.  It’s a win-win – you get a rebate on your sewer charge, some free landscaping, and they avoid digging up sewer pipes.  Contact Josh Robben, 503.823.7778 if you’re in that area and interested.  The other 14 areas will be tackled over the next six years.

Crime Prevention

There is not an assigned officer yet.

There are a significant number of new OLCC licenses &/or major changes. There will be a proliferation of establishments selling alcohol. Service until 10:00 at several places. OLCC grants them and if the applicant meets the criteria they will get a license. If there is a great deal of opposition, there may be restrictions. There is no limit on the number of licenses by type of alcohol, or number of establishments, etc. and there are different prices for different types of alcohol licenses. The Time, Place, Manner Ordinance gives some sanctioning power: requiring a Good Neighbor Agreement, developing an abatement plan, meeting with a code hearings officer. Noted that violations have to happen in a certain time frame. “Serious and persistent problems” needs to change to “Serious or persistent problems”. There is a hearing on August 25^th at former East Precinct. Ben & Jerry’s were burglarized after the Hawthorne Street Fair.

Street Fair

Division Hardware had good sales. You can’t even give hotdogs away anymore without a license. Great parade! Sleeping Bee Gallery – slow sales, people enjoying themselves and the trees. We put out a call for pictures. Claudia with the Portland Tribune noted how well Clinton and other businesses supported the ad. The mister at 26^th & Clinton was appreciated. Want to help activate the area and need to have more things happen there. Jean heard comments like: They had come to the fair and “there wasn’t any fair”. Perhaps Sunday would be a better day. Linda will lobby for including Division and Clinton within a Sunday Parkways.

$103 in tips and $270 from UDP. Wait on setting a date until we hear how the Hawthorne St. Fair Sunday event went.

Marketing

Jean will check with Oscar Albert for the marketing event.

Edward Jones had a flood from the sprinkler system being on for hours.

The Buddhist Center at 1235 is gone.

Nothing has been heard about the SE corner of 12^th & Division.

The Global Slicers building has a PDC sign. They may be doing a DOS (Development Opportunity Strategy) process.

The little gallery near the Sixer rents for $1300/mo.

Videorama on Clinton is now “The Recyclery”. Robbie is the owner. A bike tune-up is $45.

Wild Oats Building – they are still stuck. How about a Holiday Fair in the building? How about incubator spaces? They could “rough-in” stalls.

The Movie in the Park was well-attended.

HAND

They are still working on the Pocket Park project and New Day School issues. They hope to eliminate one of the railroad crossings. Turned in 280+ signatures to Tri-Met.

The old Washington High School will have an open house soon.

The SE Uplift livability meeting has targeted discussing growth and other issues of the SE areas. Tentatively have set ½ day on Saturday October 17.

APNBA

The September 14^th meeting involving the discussion of emerging business districts, (BDA’s), particularly within existing BDA’s. Probably will have to have some meetings.

Main Streets have been established in MLK & St. Johns. .The city has set aside funds for 4 or 5 Main Streets, but they may not include all of the existing BDA designated areas, which can lead to anger and frustration on the part of those businesses not included in the district.

Could we start bringing in some income through advertising? Could we sell products or the Shop Local bags through it?

Other

Claudia with the Portland Tribune has been reassigned to Beaverton, much to our disappointment. Her territory has been from Montavilla to Clackamas County and the river to 82^nd Ave.

John Lambert from Division Hardware is concerned about the posters placed on the poles. They are illegal, however, PGE does not remove them. Could there be a city hosted websites for lost animals rather than putting announcements on poles? They are against the sign code, PGE rules and the use of public property. It can take all day to remove the posters from one pole.

Could work with Marcia Dennis of Graffiti Task Force. Next meeting of the Graffiti Task Force is at North Precinct at MLK & Killingsworth, 9:30 – 1:00am on the 3^rd Thursdays. Could there be a city-wide posting area?

Energy Trust, Jordana Goff, is here to help with businesses and using the available incentives. A non-profit organization was established by the state to give help to rate payers and hand out the incentive check. New construction, major reconstruction. Integrating renewable, etc.

Rhetta and Josh with BES – Working on Seven Corners project and retrofitting for the Tabor to the River project. Also working on the Green streets and tree planting effort. Need more help getting water out of the sewer system. It is cheaper to install features than to build a bigger sewer. BES would install; it would still be owned by the property owner, but BES would provide technical assistance. Could be a depression near a disconnected down spout, a concrete bed or another form of a bioswale. Once installed, there is also an ongoing reduction in sewer fees. Anyone within the area can qualify. Seven Corners is the first of fifteen areas to be developed in this way. Looking at 35,000 sq. ft. of roof and pavement that need to be diverted from the sewer to green water facilities.

Crime Prevention
Lots of tagging, however, it has been pretty quiet otherwise. The radios are split during the day until 3pm to 2am, however, they’re still working on getting them together during the day. There are four “Nets”: Central, East, North and the SE Overlay.

Networking
Looking at Upper Division or Clinton for the next gathering. The promotion pieces grant: bags are done; buttons will be done this week and handed out to vendors and parade participants. Decals will be ordered soon. The grant is to be completed and the report in by August 31st.

Merchant Report
Portland Intergroup is gone from SE 12th and Division. Beer Mongers has moved in next to Moto Kitty. They will do something for the Street Fair. The new Italian restaurant is Taste Unique. The owner is Lawrence McBride. “Michael’s Gallery” is already gone.

Richmond Neighborhood Assn.
Changing the name of 39th Avenue is a big issue. People are angry about the process. There will be a movie in Sewellcrest Park in August. They meet the second Monday at 7pm. They will have a booth at the fair.

HAND
The Pocket Park plans (SE 19th, south of Division) continue to be discussed. The property is fully owned by the City. They had a public gathering last month. There are maintenance and parking issues and everybody wants safety, not liability. They are discussing what people want such as bioswales, art, etc. It could be part of Seven Corners “gateway”, too.
They will have their SF booth near 26th and Clinton.
They will be hearing from the “Green Team” and looking for a bulk rate for solar panels for the neighborhood. The Muddy Boots Festival in September will be at St. Philip Neri. In looking at the Streetcar Master Plan they have concerns regarding proposed locations. The Washington-Monroe School project preliminary plans will be presented soon.
New Day School is expanding into the former Woodmen of the World building and will be discussing their child loading/unloading process.

APNBA
Jean Baker reported there are two items to work on ie who does APNBA endorse and support, if anyone. The Work Plan generated a lot of discussion. APNBA being annual reporters and the City being fiscal does cause some issues so they are carefully reviewing the accuracy of the report before turning it in. They have been told they’ll receive 5% less for their contractual services. They continue to have a 3 to 1 return on the awarded grants.
Executive Director, Jon Turino says the community is starting to listen to APNBA’s concerns. Rhetta Drennan, BES, suggested working with APNBA to identify potential bioswale locations.

Liaison (BES) Report
Rhetta reported that August through September will see surveyors out doing locates, etc. There will be manhole and sewer line inspections, coring and analysis. They may close down the occasional lane but not whole streets.
Surveys will be done regarding business hours, number of employees, delivery times, contacts info during and after hours, etc. with a picture of the business. This will be done in person, on the web or by mail. They will also survey affected residents.
There will be poster updates in August and September. Rhetta also has free-standing posters to be located on several affected corners. They will also place a pdf on www.divisionclinton.com. Attendees indicated they would like the Citizen’s Advisory Committee (CAC) to continue meeting with PDOT on a regular basis.

Unfinished Business

There is $658.00 left in the Marketing grant. Darice will bill for the printing she did and donate it back for help with new member recruitment. Susan moved that D/CBA use $658.00 towards paying someone to recruit new members in late 2009 and early 2010. Seconded and passed.

It was noted that there has been great feedback from Passport participants. Bar Avignon appreciated it as did other businesses.

Liaison (PBOT) Report
Sarah Figliozzi led a bicycle parking discussion. She noted people are used to the “upside–down staple” being used at many high bicycle demand areas. Belmont’s bicycle corral was version 1 and they are now on version 2.1, which has white markings, racks at an angle and reflective tape rather than the big plastic bollards. Having them on the corners, improves street corners, driver visibility, etc. They want them at the high demand areas. There have been requests from 22nd (Bar Avignone, et al). They will work well with the Division Vision process because they can be removed if there are other areas with greater needs. Suggest 26th and Division, Pok Pok, 32nd; Matchbox, 32nd; 50th (North Bar, Blue Pig Café. They asked the community and Stumptown Coffee, Victory Café, 26th, 25th and 21st on Clinton were mentioned. There are also some art versions that they are considering for Clinton. Businesses on either side must also approve. They are working with BES on how to combine storm water collection points and bicycle parting. It was suggested that pedestrians and strollers are getting lost in the process.

The Tribune has a full page with 14 ads for the Street Fair. Clinton businesses have been very supportive, too.

Street Fair: The forecast is for hot, but the temperature is going down for the weekend. Meet on Friday at 4pm for cleaning and set-up. Several volunteers have been recruited. There will be dinner at the Robinson’s after the clean-up.
The balloon placers may follow the Parade in the golf carts. There will be an evaluation discussion at Oscar Albert’s on July 30th.

It was a good Street Fair.  The parade, led by the Last Regiment Syncopated Drummers, featured two politicians, Mayor Adams on a bike and Commissioner Fritz walking in front of her zebra striped car, and many of the community - some of whom have made their appearance in the parade a family tradition!

It was hot, but not so bad that you couldn’t walk from shade tree to shade tree.  Francesca the face painter had a steady stream of customers as did the sno-cones booth and most of the BBQ offerings.  There were many sales and opportunities chances to check out what was available in other businesses.  Richmond and Hosford Abernethy were represented.

Many thanks to the City and the Portland Police.  The City picks up the tab for a dozen or more officers who manage traffic during the parade, and the officers agreed to work on one of their days off. 

Count on it, we’ll do this again next year.
